Allocation of Resources |
Although the majority of commercial intelligence work centres around mainstream assignments, all the experience, knowledge and resources used to ensure a successful conclusion to these cases draw upon exactly the same resources that enable other types of assignments to be successful. These investigations may range from dossier compilation on an individual or a company investigating the bona fides of an individual before a deal is finalised, through to discovering a covert conspiracy by employees taking place without their employer's knowledge.
A high calibre intelligence agency will be able to break a problem down into its component parts and address each issue to ensure comprehensive coverage of the overall problem.
Dossier compilation on a person, for instance, should be performed differently in accordance with why you want the dossier. This is to ensure that the material obtained is relevant to your needs. This is crucial to the setting of correct intelligence objectives.
There's no point in wasting money finding out that the managing director of a company you are considering dealing with is being unfaithful to his wife, when what is relevant to the deal are his bone fides, integrity and financial ability to deliver what he promises.
Investigations to discover the true beneficiaries of offshore companies and trusts, or to find hidden trusts, require not only first class resources and contacts to crack them, but also professional intelligence planning to ensure the assignments are approached in the correct manner.
In summary, exactly the same techniques are used to solve cases other than the mainstream assignments described in this book, whether it be to discover a single piece of information or a whole investigation in its own right. And all these techniques conform to professional modus operandi and management planning standards.
Following this paragraph are some examples of different investigations and the resources needed, either singly or in combination with each other, to execute any one assignment with the most options for solution available. These examples illustrate how different combinations of the same resources are brought to bear to tackle a variety of different types of investigations, to obtain the desired result.

The different types of resources that are selected to complete any assignment successfully are shown in the first row. The ticks represent the most common resources selected, either singly or in conjunction with others ticked, for the example assignments given in the first column. For example in insurance investigations, physical surveillance could be used on its own, undercover work on its own, or a combination of both. The selection and number of the resources used, from those available, would depend on the assignment objectives, budget allocation and risk considerations, in any given case.

If your problem or assignment is not "mainstream", it is probable that a similar assignment will have been handled at some time by a CIA. From past experience, the CIA will be aware of the alternatives for action and the combination of resources to be employed. They will therefore be able to advise you of these required resources and consequential budgets necessary to achieve your objectives.
